6.) Now to place the foundation. Be careful not to cover your staircase or landing. (Used orange free wood flooring to show staircase and landing)

To place the foundation, select the foundation and hold the left mouse button down, while dragging it. To delete mistakes, press the left mouse button and Ctrl together while dragging it.

You can place foundation over the place where you want stairs to go upstairs. But don't cover up the landing or staircase for the basement. As shown in the photo below:

Tip #6: To make edits to the foundation, use the hand tool and hold the mouse pointer over the foundation you want to move, and push/pull the arrow to edit the foundation. You can do the same with the walls.

Tip #7: Make any edits you want to the foundation now before adding walls and more stories or floors. As it may be a major hassle to try to edit the foundation/house after it's been fully built, furnished and decorated.
If trying to edit the stairs from landing to basement and the game is giving you an error like can't place stairs in foundation. This means you may need to use the build cheat ConstrainFloorElevation to fix it.
As the game does not like having the foundation around where the stairs need to be placed. It doesn't like the roof, walls, windows furnishings etc already placed either. This is the reason for needing the build cheat.
Otherwise you can tear down the side of the house that the staircase is in from the roof down to the ground to help place stairs in basement from the landing.
If you find you want to add on after the house fully built you may need the build cheat ConstrainFloorElevation and/or other build cheats to be able to renovate the house.
I usually keep a copy of the original unfurnished house just for this reason. I find that the easiest way to renovate the house if need be.
