Yes. Half the Sims in MH have been set to use a visual override. Unfortunately, it can't be toggled to many people's frustration. NRaas DebugEnabler offers a temprorary control, but the effect is not lasting. The visual override seems to be that of a genie. I and others have tested this, as the eyes aren't affected like in vampires. One can see the normal skintone of these Sims right before they get into a car or something similar. The visual override is passed on to offspring.
But anyway, porcelain dolls is quite fitting for a place like MH. I'm quite sure that is the effect the developers -was- aiming for
