Nindigo and I noticed there were a few things missing from one of the festival lots we downloaded and were wondering how to fix that. In searching on that. She found a how to on festivals and gave me some starter notes as well as the link to SimGuruGraham's tutorial.
I went about creating a festival lot and wrote notes as I went along and want to share them. I do want to note that I didn't create a construction layer to the festival lot I built, but did add note about it below.

~ Some Quick Steps:1. After you load the save, turn on testingcheatsenabled on and then buydebug.
2. Pick a lot you want to be the festival lot - either an empty one or an existing park.
3. Before going into the lot, set lot type to 'festival grounds' - this will add a silver ball on the lot in Buy Mode with debug enabled.
4. Ctrl-Shift-click on the silver ball > Set Season... Common (No active season) or one of the seasons.
5. Design the lot to your liking.
6. To design the look for a different season, click the silver ball and repeat number 5.
7. Lather-rinse-repeat for all seasons.
8. When choosing a new Season, you will see transparent objects. Leave them alone. These are items that will show throughout each season. Add additional items such as the Snowboard Half-Pipe if adding objects for the Winter Festival.
9. Save often - it can be done in Edit Town mode.

~ Notes and Tips: ✿ Leave transparent objects alone. Those are the "common objects" that will be there throughout each season or all year long. You can still use Create a Style and the eye dropper on a transparent object.
✿ If you move a transparent object it will be deleted from the lot. To fix you either need to go back to the common layer and add the object back in or go back to a previous save.
✿ No need to add the eggs to the lot. The seasonal marker adds them in Spring. It's reported that they may show right away or it may take a couple of Sim years.
✿ If you remove flooring in any of the layers, it will be removed from the others. For example, I removed flooring from the bigger BBQ area after I started creating Fall-fest - to add the Haunted House. Had a feeling that it would be removed from Summer and found that to be true.
✿ Optional way to start creating the lot. -- Use the lot type Small Park or Big Park. This is so you can layout all the objects you want for the lot without them becoming transparent.
✿ Do any terrain editing and construct any buildings (such as bathrooms) while your working with the park lot type. Once you've got your basics laid out. Save the game and optionally save the lot to the library.
✿ Go to Edit Town and change it's lot type to Festival Grounds. Before going into the lot, make sure testingcheatsenabled is on, and buydebug is on.
✿ When you load the lot you should see the silver season marker. Move it to a place that easy to get to if desired.
✿ Ctrl-Shift-click on the silver ball > Set Season... Common (No active season) to check that everything is still good. Objects should be opaque. This is good and by design. The objects will be transparent when you go to work on the other season layers.
✿ Once finished with each season use lock common objects in place option. Go back to Edit Town and save the game. Using a different or similar name. (In case you need to go back a save).
-- Backup the save file.
✿ Work on the different Seasons. = Add the different Seasonal objects, if anything left.
Common Layer = Objects Always There.
Construction Layer = No Active Festival.
Various Seasons objects can be found in the Entertainment section. Look through the tabs and filter by Seasons.

Other Seasons objects can be found via Build Mode > Community Objects > Misc. Objects and filter by Seasons.
