I meant to say I did have a backup sorta. I have more now. Something prolly went wrong after traveling back home. I installed NRaas Traveler before returning to Twinbrook and all is good now. Except I have to wait for new kittens, lol.

You can still have pets in your active household, even if you have pets and horses turned off in the Game Options - Demographics Options tab, and Stray Animal turned off via Nraas Register

Stray Animal Control - Set Stray Animals to Zero 0
Selected Sim > City Hall > Nraas > Register > Animal Control - Set each to 0

This way you can still play with pets in your household, but not have a town full of pets if you don't want. lol

I had turned it off because I'd suddenly have random pet adoption houses show up. One of my sims had a puppy and a mature dog and I think they were as much work as a real dog. I've had dogs getting lost and dogs picked up by animal control because I wasn't even aware that one my sims had a dog. Now that I think about it, one of my new RV families had a cat show up randomly so I kept it but I haven't checked on that family for a while so I don't know if the cat is still there.

You can turn off the Pet Adoption Services via... Overwatch I believe it is. Checking the path to be sure. - Yep!!

With your Active Sim, click on map view and the City Hall > Nraas > Overwatch > Settings > Stop Pet Adoptions = True. (Default is False)

It should turn off random pets showing up in other Sim's households.

I know how that goes. When I took a break from Sims 3 and then came back to it I was like uhhhhh... how to set this that and the other things so they aren't so annoying. Thank goodness we've got notes and tips to go by.
