It's island with no empty lots, just roads. You need to add the lots. It loads quicker than say loading up Sunset Valley to build in. Build your house or community lot, save it the library and then place it into your new play-save.
It's not CC or a Mod, but I'm adding it here anyway. I kept reading about it, but didn't think to look it up. Then tonight was reading through Reddit and saw someone mention it and share the link, so I grabbed a copy of it.

When installed correctly, the island should be found in the drop down menu.
Don't mind the silhouetted houses in the menu. Those are build saves. That I didn't remove before taking a photo. *Blush*
And look something like this, when you first load it.
There are no pre-loaded lots added to this island. You add the empty lots yourself.
Use the mod Any Size Lots to create lot size that aren't in the in-game world editor.

It does load so much faster than any other town, but that's expected, as there's not much land space to the island. lol
